Abstract

The degree of poverty and the increasing rates of unemployment in the Muslim countries have become a major concern for scientists, researchers, civil societies and decision-makers. The first section addressed the problem of poverty and unemployment in the Muslim world and its effects. In addition, how to eliminate such problem by using small and micro projects, and gave the definition of small and micro projects its forms and its evidence from Shari’a law. It added its directory according to Islamic Shari’a with an emphasize on the significance and importance of supporting and funding small and micro projects in our Islamic societies. Projects, which could meet the needs of the poor and needy, and introduce young men and women whom want to, begin their careers with small projects, which will contribute in promoting their economic situation. Such projects will eliminate poverty and unemployment, in addition to problems and any sociological, economical and ethical pests that might follow. In the second part: a statement is introduced about ways of funding small and micro projects where it has shown the meaning of Islamic funding of small projects. And they are done by using loans, leasing, partnership, sale in installments, technical assistance, equity profit sharing, and funding allocations provided to national institutions for developmental funding. The study was concluded with some significant recommendations.

إن تفشى الفقر وارتفاع نسبة البطالة في البلدان الإسلامية أصبحت موضع اهتمام العلماء والباحثين والمجتمع المدني وصانعي القرار، تناول المبحث الأول مشكلة الفقر والبطالة في العالم الإسلامي وآثارها، وكيفية القضاء عليها بالمشاريع الصغيرة والمتناهية الصغر، وعرف بالمشاريع الصغيرة والمتناهية الصغر، وأشكالها، ودليلها من الشرع الإسلامي، مع التأكيد على أهمية دعم وتمويل المشاريع الصغيرة والمتناهية الصغر لمجتمعاتنا الإسلامية، التي يمكن أن تلبي حاجة الفقراء والمحتاجين والشباب والفتيات الخريجين والخريجات الذين يرغبون في بداية حياتهم العملية بمشروعات صغيرة، تُسهِم في النهوض بحالتهم الاقتصادية، ومن أجل القضاء على الفقر والبطالة - وما يتبعها من مشاكل وآفات اجتماعية ودينية وأخلاقية. وفي المبحث الثاني: بيان لطرق تمويل المشاريع الصغيرة والمتناهية الصغر حيث بين معنى التمويل الإسلامي للمشاريع الصغيرة ، وأنها تتم عن طريق: القروض، والإجارة، والمضاربة، والبيع لأجل، والمساعدة الفنية، والمساهمة في رأس المال، والمشاركة في الأرباح،  والاستصناع، واعتمادات التمويل المقدمة إلى المؤسسات الوطنية للتمويل التنموي ...ثم ختم البحث بأهم التوصيات
