الشمول المالي الإسلامي والتخفيف من تداعيات وباء كورونا من خلال أدوات الزكاة والوقف Islamic Financial Inclusion and relieving the COVID-19 impact through Zakat and Waqf

Abstract

لا تقتصر أهمية الشمول المالي الإسلامي Islamic Financial Inclusion على تعزيز الوصول واستخدام الخدمات المالية الإسلامية، وإنما هي أيضًا أداة مهمة في التشجيع وتعزيز الوعي بين أفراد المجتمع في صب زكاتهم وتبرعاتهم الوقفية والخيرية في الصناديق المخصصة لذلك من أجل تحقيق التنمية المستدامة للمجتمع؛ لذا هدفت هذه الدراسة إلى اعتبار الشمول المالي الإسلامي IFI من الإستراتيجيات المهمة في مواجهة تداعيات وباء كورونا(كوفيد 19) من خلال أدوات الزكاة والوقف؛ وتقديمهما في صيغ قروض حسنة، وتمويل إسلامي، وغيرها؛ للتخفيف من حدة الجائحة، وبهذا يتحول المجتمع بأكمله إلى قدرة إنتاجية عالية بتنمية بشرية واقتصادية، ويخلو من البطالة والفقر، ويتحول الناس من متلقين للزكاة وريع الوقف إلى دافعين للزكاة ومسهمين في الأوقاف، وقد اتبعت الدراسة المنهج الوصفي التحليلي بالاعتماد على جمع البيانات الثانوية ذات الصلة بموضوع البحث، ثم تحليلها، لتتوصل الدراسة إلى تقديم مقترح للاستفادة من أدوات الزكاة والوقف؛ لتجاوز الجائحة، ومحاولة القضاء على البطالة والفقر، مع توصية بإجراء بحث مستقبلي عن الآلية المناسبة لتنفيذ المقترح.

Abstract

The importance of Islamic financial inclusion is not limited to promoting access and use of Islamic financial services, but also a significant tool to encourage and raise awareness among members of the community in casting their Zakat, endowment (Waqf) and charitable donations into dedicated funds in order to achieve the sustainable development of society. Therefore, this study aimed that Islamic financial inclusion is one of the most important strategies to face the COVID-19 crisis through Zakat and Waqf tools and introduce them in the form of Qard al-Hasan, Islamic finance, etc. In order to alleviate the pandemic. Thus, society as a whole is transformed into high productive capacity with human and economic development, free from unemployment and poverty, and people are transformed from zakat and waqf recipients to Zakat payers and Waqf contributors. This study follows analytical descriptive approach which is based on secondary data related to the subject matter, then analyse it. so that the study provides a proposal for the use of Zakat and Waqf tools; to overcome the pandemic, and to try to eliminate unemployment and poverty, with a recommendation for future research on the appropriate mechanism for implementing the proposal.
