هدفت هذه الدراسة إلى التأكيد بأن صناديق الاستثمار الإسلامية هي أداة من أدوات الاستثمار الإسلامية تخضع لجميع معايير وضوابط وشروط نظام الاستثمار الإسلامي، وأن أي انحراف عن تلك الضوابط والشروط يعد انحرافاً عن المقاصد العظيمة التي ترومها الشريعة من استثمار المال، كما تهدف الدراسة إلى خلق معايير ومؤشرات خاصة بالاستثمار الاسلامي لقياس وتقييم الأداء التنموي لمؤسسات الاستثمار الاسلامية. وقد توصل الباحث إلى عدة نتائج من أهمها: أن ثمة عوامل يمكن أن تساهم في تعزيز الدور التنموي لصناديق الاستثمار الإسلامية، وأن المعايير والمؤشرات الحالية لا تصلح لأن تكون معايير لقياس وتقييم الدور التنموي للصناديق. كما خلصت الدراسة إلى بعض التوصيات، منها: ضرورة التقعيد العلمي للاستثمار الإسلامي بغية الوصول نحو تنظيم وضبط عمليات الاستثمار الإسلامي، وعلى ضرورة الالتزام بنظام الأولويات الاستثمارية في جميع السياسات والعمليات الاستثمارية، وضرورة تفعيل المسؤولية الاجتماعية كونها تعتبر من أهم عوامل تعزيز الأداء التنموي، كما توصي الدراسة إلى السعي الحثيث نحو إيجاد معايير ومؤشرات جديدة تعزز من الدور التنموي لصناديق الاستثمار الإسلامية.
Abstract
This study aimed to emphasize that Islamic investment funds are one of the Islamic investment tools that subject to all the standards, controls and conditions of the Islamic investment system, and that any deviation from those controls and conditions is a deviation from the principles and objectives of Islamic investment and Maqasid Shari’ah in fund. As the study aims to create standards and indicators for Islamic investment to measure Islamic investment and evaluate the development performance of Islamic investment funds. The researcher has concluded some findings, the most important of which are: there are factors that can contribute to enhancing the development role of Islamic investment funds, and also, the current standards and indicators are not suitable to be criteria for measuring and evaluating the development role of Islamic investment funds. The study also concluded some recommendations, including: Adherence to the system of investment priorities in all investment policies and operations, as well as activating social responsibility as one of the most important factors to promote development performance, and finally, the study recommends to hard strive towards finding a new standards and indicators that can boost and enhance the development role of Islamic investment funds.
