Enhancing the Development of the Agricultural Sector through Waqf: Evidence from West Java, Indonesia

West Java’s agricultural sector faces severe challenges, including limited institutional support, lack of technical expertise, environmental degradation, and market inefficiencies. This study evaluates how productive waqf can be integrated into agricultural financing to address these constraints. Utilising a mixed-methods design, the study combines qualitative expert interviews with an Analytic Network Process–Strengths, Weaknesses, Opportunities, and Threats (ANP-SWOT) framework. ANP prioritises critical challenges (RO1) and evaluates a waqf-based funding framework (RO2), while IFAS-EFAS matrices determine strategic positioning (RO3). The ANP analysis identifies unproductive waqf land as the most significant individual structural constraint (limiting weight: 0.1521). However, the support and expertise dimension scores highest overall when its constituent factors are aggregated (0.3862), indicating that stakeholders prioritise capacity building and knowledge transfer over immediate land reform. Experts prioritise systemic solutions such as waqf–zakat institutional integration (0.1239) and salam–muzara'ah contract implementation (0.1156). These priorities yield a Strength-Threat (S-T) strategic posture, leveraging waqf’s long-term stability against market volatility and climate risks. Ultimately, this study offers an empirically grounded framework that operationalises agricultural waqf as interest-free patient capital for land rehabilitation, technology adoption, and farmer empowerment in West Java, providing a potentially scalable model for broader regional implementation across Indonesia.
