التداعيات اللغوية للهجرة العربية إِلى بلدان الناطقين بغير العربية: الهجرة السوريَّة إِلى تركيَّا أنموذجاً /The Linguistic Implications of Arab Immigration to Non-Arabic Speaking Countries: Syrian Immigration to Turkey as case study

تعاني اللغة العربيَّة في الدول الناطقة بغيرها من معوِّقات عدَّةٍ تعيقُ تعليمها وتعلُّمها، وهذه المعوِّقات من الممكن التغلُّبِ عليها من أجل الارتقاء باللغة العربيَّة ولا سيَّما في ظل هجرة العرب الناطقين الأَصليين بالعربيَّة إِلى دول الجوار ومنها تركيَّا؛ لذلك هدف هذا البحث إلى تسليط الضوء على تداعيات هجرة هؤلاء العرب السوريين إِلى تركيَّا فيما يتعلَّقُ بتعليم العربيَّة وتعلُّمها لغير الناطقين بها، ثمَّ تطرقت لسبلِ الإِفادة من الهجرة العربيَّة السوريَّة إِلى تركيَّا في تطوير تعليم وتعلُّم اللغة العربيَّة لغير النَّاطقين بها. من نتائج الدراسة ما يأتي: إِنَّ علاقة التأثُّر والتَّأثير بين اللغتين العربيَّة والتركيَّة تزداد كلَّما ازداد التقارب بي المجتمعين العربي والتركي، وإنه لا بدَّ من الإفادة من هجرة العرب السوريين إِلى تركيا والدول الغربيَّة لنشر وتعليم اللغة العربيَّة لغير الناطقين بها، وتمكين اللغة العربيَّة في نفوسِ العرب المقيمين في هذه الدول، وإن الحكومة التركيَّة قد بادرت إِلى سنِّ قوانين وإِصدار قرارات من شأنها دعم عملية تعليم وتعلُّم اللغة العربيَّة لغير الناطقين بها، وإن عمليَّة التخطيط اللغوي السليم  تعد الضمان الرئيس من ضعف وضياع اللغة.

Abstract

The learning and teaching of Arabic language in many non-Arabic speaking countries face several obstacles which should be overcome in order to advance the Arabic language, especially in light of the migration of the Arabs to neighboring countries, among them Turkey. This paper intends to highlight the repercussions of the migration of these Syrian Arabs to Turkey in relation to the teaching of Arabic and its learning to non-native speakers and discussing the possible means to benefit from this situation to improve the teaching and learning of the language. Among the conclusions of the study are that the interaction between Arabic and Turkish languages intensifies as the two communities became closer; the spread of Arab in Turkey and other western countries is an ample opportunity to spread the learning and teaching of Arabic among the non-native speakers and also to strengthen Arabic in the souls of the immigrants in those countries; the Turkish government itself has issued rules and regulations that would help the learning and teaching of Arabic for non-native speakers; only the correct policy can help to sustain Arabic from diminishing and being forgotten.

Abstrak

Pembelajaran dan pengajaran Bahasa Arab di kebanyakan neger-negeri bukan Arab menghadapi beberapa kemelut yang patut diatasi untuk membangunkan Bahasa Arab terutama dalam konteks penghijrahan Arab terutamanya ke Turki. Kajian ini bertujuan untuk membincangkan kesan-kesan penghijrahan ini Arab Syiria ke Turki dalam koteks pembelajaran dan pengaran Bahasa Arab kepada bukan Arab. Di antara rumusan kajian ini ialah interaksi kedua-dua bahasa Arab dan Turki semakin meningkat dengan bertambahnya interaksi di antara Arab dan Turki. Penghijrahan ini adalah merupakan satu peluang yang baik untuk meeningkatkan lagi pengajaran dan pembeljaran bahasa Arab dalam kalangan bukan Arab di negara-negara tersebut; ia juga dapat meningkatkan kesedaran tentang bahasa Arab dalam kalangan bangsa Arab sendiri  di negara-negara tersebut; pemerintah Turki sendiri telah menggubal beberapa akta yang dapat menggalakkan pembelajaran dan pengajaran bahasa Arab kepada bukan Arab; hanya polisi yang betul dapat memelihara bahasa Arab daripada terkubur dan dilupakan.
